REGULAR MEETING FEB. 2, 2009
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Palmer & Charette, L. Nicholls, and residents. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN CHARETTE MOVED TO APPROVE THE MINUTES OF 1/20/09.
Selectman Palmer seconded the motion.

PRESENT TO SPEAK
Joe Colangelo, Chairman of the Recreation Commission, was present to discuss changing the name of the Recreation Commission and the Recreation Department to Parks and Recreation. With the River Road Recreation Complex as well as maintenance of all the fields it has become Parks and Rec. and they want the name to reflect that and be on record. Teri Gareau is known as the Director of Recreation but her title is Assistant Director, they want to officially change Teri’s title to Director of Recreation. This would be for Teri and anyone else in the future. First Selectman Eldredge commented I have no problem with that, the only place it is Assistant is in the union contract. I do not want to spend money on either. Selectman Palmer commented it is the job description title. Joe
asked is there anything we need to do? Selectman Palmer commented the ordinance says Recreation Commission. Joe commented we want to change the ordinance, in order to make it real we have to change the ordinance. Selectman Palmer commented changing the title does not change your mission. Joe commented it is really Parks and Recreation. Selectman Palmer commented you can call yourselves Parks and Recreation; it is still what ‘s in the ordinance. First Selectman Eldredge commented he would ask the Town Attorney about amending the ordinance. Selectman Charette commented it relates better to what you are doing now. Teri is doing a phenomenal job. Joe commented yes she is and Public Works and Lynn are working with us; all the fields are better now. First Selectman Eldredge commented there is no reason not to call Teri Director of Recreation. Joe commented Teri is very involved and doing the job.
Jack Lewis commented someone is living in a car every night at River Road Recreation Complex. Lynn commented we have had him check out a couple of times by the State Police. First Selectman Eldredge commented you need a sign closed at sunset. Jack commented Evergreen in Manchester allows dogs and they have dispensers for bags. Lynn commented every park we have we have the same problem with dogs.
Peter Andersen commented he is concerned that there is no confusion with Fenton Ruby or any other park the Conservation Commission controls. Selectman Palmer commented the Recreation Commission and the Conservation Commission should get together about open space and the River Road Recreation Complex.
Peter Andersen commented regarding the Knowlton Parcel, we sent out 9 RFPs for survey of the Knowlton property and received 7 back. We want to award the contract to Healey and Associates for $7,900; all references were good. Peter asked who should draw up the contract. Discussion on this followed. The Town
Attorney will be asked if we can do something simple. The returned surveys will be kept at the Town Office Building.
REGULAR MEETING -2- FEB. 2, 2009
FIRST SELECTMEN ELDREDGE MOVED THAT WE RETAIN THE SERVICES OF HEALEY AND ASSOCIATES, LLC, 126 LYNCH ROAD, NORTH WINDHAM CT TO DO THE SURVEY WORK FOR ALL THE REQUIREMENTS OF THE DEP GRANT FOR THE KNOWLTON PROPERTY AT THE BID PRICE OF $7,900.
Selectman Palmer seconded the motion.

Kathy Demers commented we have to get the survey, map and new title to DEP. First Selectman Eldredge asked Kathy to talk directly to the Town Attorney.
CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.
PUBLIC WORKS
Lynn commented we are doing a lot of storm work; cars are still parking on the roads. Lynn called channel 3 and they will post when we have a parking ban on TV. Lynn wants permission to be the one to call channel 3 when this should be posted. The Board agreed Lynn should do this. Lynn commented we are working on the plowing equipment and cutting cost. We are still working on people pushing snow across the roads and people draining on the roads. She talks to them, they say okay and then when she is gone they do it anyway. When people are not home she leaves her card in the door asking them to call her. Selectman Charette commented letters should be sent. Lynn commented people need to realize they are liable if they put ice out there. Lynn would like the Board to
think about closing the Transfer Station during storms; people get stuck on Hancock Road and we can’t get back and forth to Public Works. We have parked a vehicle in front of the salt pile at Public Works to block it but people climb on the vehicle to get to the salt. Selectman Charette asked how are we doing on salt? Lynn commented we have just enough for tomorrow’s storm. First Selectman Eldredge commented we will buy from Morton, we can get it for $70/T if we pick up in Providence, I am trying to get it delivered. Lynn commented we would have to send 3 trucks to equal one of theirs and it would take 4/5 hours round trip and it would not be good for our trucks. Discussion on this followed. First Selectman Eldredge commented Morton is going to get back to me and I will check with DeVivo on trucking.
AWARD 2009 SMALL CITIES COMMUNITY DEVELOPMENT PROGRAM CONSULTANT CONTRACT
First Selectman Eldredge commented we had an RFP for a consultant for the Rehab program and only received one proposal.

Selectman Charette seconded the motion.

Selectman Charette asked will local contractors be able to bid on this and was told yes.
RESOLUTION FOR KNOWLTON PROPERTY
FIRST SELECTMAN ELDREDGE MOVED THAT WE ADOPT THE FOLLOWING RESOLUTION FOR THE KNOWLTON PROPERTY:
RESOLVED, THAT FIRST SELECTMAN ELDREDGE OF THE TOWN OF WILLINGTON BE AND HEREBY IS AUTHORIZED TO EXECUTE ON BEHALF OF THE TOWN OF WILLINGTON A GRANT AGREEMENT AND CONSERVATION AND PUBLIC RECREATION EASEMENT AND AGREEMENT UNDER THE OPEN SPACE AND WATERSHED LAND ACQUISITION PROGRAM WITH THE STATE OF CONNECTICUT FOR FINANCIAL ASSISTANCE TO ACQUIRE PERMANENT INTEREST IN LAND KNOWN AS KNOWLTON PROPERTY, OSWA #359 AND TO
REGULAR MEETING -3- FEB. 2, 2009
MANAGE SAID LAND AS OPEN SPACE LAND PURSUANT TO SECTION 7-131d OF THE CONNECTICUT GENERAL STATUTES.
BE IT FURTHER KNOWN THAT MICHAEL L. ELDREDGE WAS ELECTED FIRST SELECTMAN AND THAT HIS TERM OF OFFICE BEGAN ON NOVEMBER 20, 2007 AND WILL CONTINUE UNTIL NOVEMBER 17, 2009. AS THE FIRST SELECTMAN, MICHAEL L. ELDREDGE SERVES AS THE CHIEF EXECUTIVE OFFICER FOR THE TOWN OF WILLINGTON AND IS DULY AUTHORIZED TO ENTER INTO AGREEMENTS AND CONTRACTS ON BEHALF OF THE TOWN OF WILLINGTON.

FIRST SELECTMAN ELDREDGE MOVED TO REAPPOINT MARC JEFFREYS AS A REGULAR MEMBER OF THE ECONOMIC DEVELOPMENT COMMISSION EFFECTIVE 1-1-09 TO 1-1-14.
AND TO REAPPOINT LAURIE MASCIANDARO AS A REGULAR MEMBER OF THE HISTORIC DISTRICT COMMISSION EFFECTIVE 1-1-09 TO 1-1-14.

FIRST SELECTMAN ELDREDGE MOVED THAT GREGORY BLESSING MOVE FROM A REGULAR POSITION ON THE INLAND WETLANDS COMMISSION TO AN ALTERNATE POSITION, EFFECTIVE IMMEDIATELY TO 5-16-10.
FIRST SELECTMAN ELDREDGE MOVED THAT ROGER PELOQUIN MOVE FROM AN ALTERNATE POSITION ON THE INLAND WETLANDS COMMISSION TO A REGULAR POSITION, EFFECTIVE IMMEDIATELY TO 5-16-09.

Selectman Charette asked Lynn did you get enough pails for sand? Lynn replied no and we are getting a lot of calls from the elderly. Selectman Charette commented he will check for some.
